Update: The Dow Jones Industrial average is now higher by 9 points. The Dow was down 94 points to 14,843, after dropping nearly 150 points. �The S&P 500 index was off by 5.5 points to 1649, while the Nasdaq Composite was off nearly 17 points to 3642. �

Equities had traded higher despite a disapointing�jobs report, which showed a lower unemployment rate, but more workers dropping out of the market or working part-time jobs.

With stability in the Middle East in question, the price of oil continues to climb higher, with the U.S. benchmark�up $1.24, or 1.1%, to $109.61 per barrel.

On the use of force in Syria, where the regime’s alleged use of deadly gas killed 1,400 people, including more than 400 children, according to U.S. and other reports, President Obama just said in live remarks from the G-20 summit in St. Petersburg, Russia:

Europe�� largest paintmaker reported a 14 percent decline in second-quarter earnings before interest, taxes, depreciation and amortization to 474 million euros. Sales fell 4 percent to 3.87 billion euros. Analysts had predicted 3.9 billion euros in revenue on average, based on estimates collated by Bloomberg.

The company sports a tempting 6% dividend yield, and that's after it cut its payout by about 25%, in part to focus more on share buybacks. The company landed a hefty Pentagon contract in April, with a possible 10-year value of $750 million and has been moving into promising arenas such as cloud computing (via its purchase of SAVVIS).     Jefferies announced on Tuesday that it has upgraded Public Service Enterprise Group Inc. (PEG).

    The firm has lifted its rating on PEG from “Hold” to “Buy,” and has raised the company’s price target from $36 to $37. This price target suggests a 12% increase from the stock’s current price of $32.42.

    Analyst Paul Fremont commented: “We are upgrading to Buy based on the improving outlook for regulatory approval of the company’s “Energy Strong” capital spending program.

    “Each $1.0 billion of incremental spending will add an estimated $0.10 to PEG’s earnings. We assume that incremental spending is funded by debt and by incremental cash expected from the increasing gas basis differential between the Leidy hub and New Jersey. Our new estimates are considerably higher than consensus in 2014-16.”

    Public Service Enterprise Group shares were mostly flat during pre-market trading Tuesday. The stock is up 6% YTD.

    We should be careful to overstate the tax aspect of buybacks. For example, Q-Logic has a lot of cash overseas (almost all of its $500 million). The company could ��in theory ��make several tender offers for close to 50% of its market cap with that cash. This is the Teledyne (TDY) approach. Q-Logic doesn�� do that for several reasons. One, it likes having some cash on hand at all time. But, more importantly, it doesn�� want to pay the tax.
